Bug Report Window capture Frame rate lock

No matter what game I play my windowed capture wont go above 13-15 fps. The game will run 30-60 fps but obs won't capture above 15. Any help for this would be appreciated. Here's the log from recording https://hastebin.com/jizotobisi

Your CPU is not powerful enough to encode 1280x720 at 30 fps. May be you have AMD hardware encoder available as encoder - try this instead of x264, if available. If not available, you can try to lower the resolution, but with a CPU that weak you cannot expect much.
