Question / Help Will this PC be able to record and play at 1080p 60fps or at least 720p 60fps?

Like the title says I want to be able to record most most games for youtube at 1080p 60fps or at the very least 720p 60fps
and have 60fps ingame. If I can what should be my OBS settings? I can't decide on a grapics card but I have 3 in mind if you can tell me which one I should go for to reach my 1080p 60fps recording that would be appreciated. P.S I have all of these parts except a graphics card.

My PC
I7 4790k
MSI gaming 5 mobo
16gb RAM
2 Hard Drives 1 is for my recordings
GTX 970, R9 390 or GTX 980Ti

not sure about 1080p @60fps in some of the newer higher cpu hitting games. but it can for sure do 1080p @30fps and 720p - 60fps. but maybe not for long as some games are getting harder and harder on the cpu
