Question / Help Will these specs be enough

I've acquired a 2nd pc which I plan on using for streaming. The PC has windows 10 pro, 8gb DDR3 ram, GTX460 GPU & Athlon X4 620 CPU. I'm using an elgato hd60 to take video & sounds from gaming pc over to streaming PC, nothing else will be running on streaming PC apart from OBS will this be enough to stream with?
 
No. The x4 is way too weak and the GTX460 lacks the features needed to offset the processor's limitations.
 
You'd need to upgrade a few generations newer, and possibly as new as a current generation system, for what you want to do.
 
@alpinlol thanks for your help. I'm not really wanting to spend money on it where possible, it's noly going to be used for streaming & not going to be used for gaming so if the GTX 460 can cope with the load with a better CPU I'd be happy with that. Just wanted to check if I can get away with just upgrading CPU only :)
 
So if I aim for a CPU with AM3+ socket (i need to check if mobo is compatible) that would be the way to go? *excuse my potato like PC knowledge*
