Will an Elgato 4K60 pro mk.2 limit pcie lanes?

I wanted to get the elgato 4K60 pro mk.2, but I am not sure if this will limit my gpu to x8 lanes. Will the 4K60 pro mk.2 take the lanes provided by the chipset of my mobo, or will it have to cut the x16 provided by the cpu in x8 + x8?

CPU: 3700X
GPU: RTX 2070 super
MOBO: Gigabyte B450 AORUS PRO
