Question / Help Will a Capture card on a 2nd pc allow me to increase video quality for streaming?

So I'm planning on beefing up my old pc a little for a 2pc setup.

My question is, since I@m taking away the strain on the CPU from my game and giving OBS a full 4 core 8 threads/ 6 core 6 thread cpu, will that allow me to carank up some of the quality settings on my stream. Currently I can only run 720p 60 FPS on faster x264 setting. If I try going anywhere above that the picture gets clearer and sharper like I want but the video starts to stutter, almost alike a video game dropping frames and stuttering. Would the second CPU allow me kick up my settings without this stuttering issue?

Or is my problem being caused by something else, I'm new to streaming so I don't understand much about this.

Current Gaming Rig (Just got it):

i7 7700K (OCed top 4.8 GHZ)
Liquid CPU Cooler
Gigabyte Auros 1080Ti Extreme
16 GB Ram 2666 MHz
PCIE NVME SSD Samsung 500 GB
Seagte Barracuda 1TB HDD
12 MBps Internet Upload Speed (200MBps Download)

Proposed Streaming Rig:

i7 8700k/i7 8700/i5 8600K
Liquid Cpu Cooler
Asus GTX 1060 (3GB)
16 GB Ram (not sure about the Hz, will have to match it to its current 8GB partner)
ElGato HD60 Pro Capture Card (1080p60fps)
Samsung 850 evo 500 GB SSD (SATA connected)

Last piece of detail:

I was thinking of upgrading my current gaming pc to the new 6 core cpu and sticking my current 7700k in my old (to be) streaming pc. Which pc should I stick the higher core count cpu in?

Also do capture cards in general hurt the raw video quality of my gameplay?
