Why is this happening?

That's definitely an encoding issue. Typically pairs with your hardware not being good enough to match your settings and play the game at the same time.
 
Most of our crystal balls don't work that well

Provide a log so we can at least have a chance at diagnosing what the cause could be.

Also got some help from the dc server. It's probably my GPU being not strong enough.
