Why is my youtube video bitrate low when i set the quality to 1080p?

I normally upscale my youtube videos to 1440p with after effects because it apparently makes your video quality higher, but I have been noticing an issue with this trick. My videos are high quality with cqp of around 10 but everytime I upload them to youtube and set the quality to 1080p or 720p I notice a big change of bitrate.
Any fixes?

A single 1440p frame contains ~3.5 the amount of pixels as a 720p frame so the bitrate will be different. AFAIK, the VP9 codec is more efficient in terms of quality per bit so that would also contribute to a lower bitrate.
