try the faster or fast preset and watch your CPU usage. it should get no higher than 80% with game. your encoding time looks damned good so I would say that you should be fine to lower the x264 preset.

Code:
video thread frame - [cpu time: avg 0.045 ms

                              ^^^really good

Also, why not set your bitrate and buffer to the same? 3100 bitrate 3500 buffer

i set the bitrate the same to 3500 also changed my preset to fast but the quality of the stream still looks terrible ! WELP ME

Like a still image if i pause a game or stay still then it looks great but when i move really fast ect.. it looks so bad

Your 4790K should be able to handle 720p30 on the medium preset for most things. If that still doesn't look acceptable at 3500 Kbps then your expectations for live stream quality are unreasonable and you should re-evaluate them.

Looks really good IMO. for 720@30. game shows decent motion blur to compensate for only 30fps. what sapiens said. try medium thats just a little bit of blur. streams that go up to 720@60 typically hide the pixelation well with high frame rates. I don't know what your streamers are complaining about.

EDIT: your CPU time is still really good with faster. medium should suit you well with this game.

That VOD looks great, though it appears to be running at 60 FPS. 30 will look better at the cost of smoothness.
