My new PC is a beast:
CPU: i7 10700k
graphics card: rtx 3070

So i don't understand why in the game its super smooth but when i look at the recording it's like 20 fps... I searched solutions and tried many nothing worked, also i recorded Genshin Impact (a much heavier game)and it worked fine, now that i'm trying to record Geometry Dash which is a game that also runs on mobile so i don't get why it lags like that :((((

I found out that when i disable v-sync in game the recording is perfectly smooth but playing a rythm game without v-sync is much worse so anyone knows how can i set obs to not lag when enabling v-sync?

And if you switch to simple output mode, indistinguishable recording quality, mkv recording format, nvenc encoder?

output 0: pos={0, 0}, size={1920, 1080}, attached=true, refresh=144, name=MSI MAG274R

I see you have a 144Hz refresh rate monitor. Give it a try and set it to 60Hz, make in-game FPS capped to 60 and/or enable v-sync. If this helps, then you have a problem with insufficient computing power. I mean the app being captured requires too much CPU/GPU. Leaving FPS capped to 60 should be a good idea.

Additionally, "psycho_aq" utilizes CUDA cores. It is said that in case of GPU overload it makes the recording even worse. I don't know how it applies to an unconstrained bitrate scenario (I mean CQP). Personally I have it off for 4K 60fps recordings.
