from what i can tell, it looks like the issue is your bitrate...we would still need to see your log to know for sure

ok for one thing you seem to have audio set to AAC 256 bit...thats too high, try setting it around 128 bit.

Also, your bitrate is very low and is almost definitely affecting the quality...try doing the 6MB upload test here http://testmy.net/upload to get your actual upload speed so we can better determine what bitrate you should use.

Result with 25 mb file.
Upload :: 4 Mbps 496 kB/s

ok well if you have 4 Mbps upload, idk why youd use a bitrate of 400...try setting the bitrate to around 2000 or 2500, along with changing audio bitrate to 128, and you should have a decent quality stream.
