Question / Help Why does my stream lag?

So why does my stream lag? When i check the current status on my pc while im streaming, im around 80% on processor and 40% on video card so I dont see a reason why? My friend that sit next to me have no issues streaming(so i know that the network is fine) I have copied all the settings in OBS from his settings which we can confirm are working just fine.
I bought an ELGATO just to see if there would be any difference but no:S
I have also tried to capture videos with obs and that is also working just fine..
This specific time i tried using 32bit, but i have same issue with 64bit

Computer specs:
3570k with intel boost
AMD radeon 7970
16gb ram

But that doesnt really tell me a way to fix it tho, except for lowering the bitrate which i have also tried with no success?

And to change provider - yeah I dont really see a reason here either since my friend next to me on same provider is doing fine :`(

It tells you several ways to help mitigate the issue, whether you like the steps or not is another matter. :P You aren't able to get data back from Twitch as fast as you're sending it out, which is a common problem for people trying to stream at 3500 Kbps without partnership. Streaming at 720p30 with a bitrate of 2000-2500 will yield better results for most viewers (keep in mind that just because you get buffering/stuttering while trying to watch doesn't mean other viewers do too -- it's unique to each viewer).
