I've been looking around and see a lot of threads just from today about the dropped frames which makes me believe Twitch may be the reason, however I've done a lot of testing and would like other's opinion on my issue.

Phenom II x6 @ 3600mhz
4GIGS Ram
Various 6MB upload tests @ testmy.net/upload to close servers and different servers
ranges from 4.4 mbps to 7 mbps
I've tested with "Preview Stream" and see the constant bitrate and it is flawless 0% dropped frames so I can safely assume this is a network issue as preview stream doesn't actually upload to Twitch correct?
Now I've used the ShaperProbe after all this and I keep getting an indication my downstream is giving high packetloss, but my upload seems perfectly usable for streaming.
Estimating capacity:
Upstream: 10342 Kbps.
Downstream: 28293 Kbps.
Checking for traffic shapers:
Upstream: Burst size: 2932-3113 KB;
Shaping rate: 5226 Kbps.
Downstream: Measurement aborted due to high packet loss rate.
I've ran ping tests to google,yahoo,ect and they give 0% packet loss after thousands of packets. So I am unsure if its related to packet loss since I don't have the IPs and such to the specific twitch servers to test.
Whenever I see the dropped frames happen, I notice the bitrate drop to 0 and the dropped frames shoot up 10-20ish percent. I've tried every Twitch server available. Same thing. I've tried all ranges of bitrates.
EDIT: Sometimes if I'm streaming for a long time, I'll eventually get a "reconnecting" message in OBS when I drop frames.
