Is it just not possible for me to stream in 1080p :(

Because streaming at 1080p60 is a ton of work for a CPU, which is already busy running the game at the same time. Enable vsync in Lo and downscale your stream to a lower resolution like 1280x720. 1080p60 tends to look like crap within Twitch's bitrate limitations anyway, 720p60 would be much more watchable and less work for your CPU as well.

should I keep the base resolution at 1920 1080 and downscale it like you said or should I change the custom base to 720 too?

Use the downscale. It downscales the whole frame post-compositing, so maintains better overall quality. Unless you're willing to play the game at 720p, at which point you can stream at native no-downscale resolution for best quality. Not many are willing to do that though, as it tends to look bad on a 1080p monitor.

Typically your base/canvas resolution should match the game, so if you're running LoL at 1920x1080 then set the canvas resolution to the resolution downscale box to 1280x720.
