Why can't i set my video settings to interger or fractional fps values

i just can't set it to interger or fractional fps values since i want to record 120 fps

If you want to record in 120 fps just write that instead of 60. You don't need any of the other options.

If you set a streaming provider in the streaming settings, even if you don't actually intend to stream, the fps settings are limited to what that streaming provider will accept. To freely choose any fps you like, unconfigure any streaming provider in your current profile.
