Why Can't I Get 720P?

My church's PC is a Dell Inspiron 3847, Intel Pentium 3.1 GHz, Windows 10. Internet is hard wired with plenty of upload speed. I have upgraded to 16 GB RAM and added a GeForce GT-1030 GPU with latest NVIDIA driver. OBS test suggests 960x540 as highest resolution. Why can't I get 1280x720 stream? Any help, thanks.
 
Because your CPU is likely too weak. OBS will encode on the CPU since that GPU has no hardware encoder. You can certainly try 720p but if it lags you will have to drop it back down.
