Why Are My Minecraft Recordings Stuttering So Hard?

So I ran into this problem while I was optimizing my settings. My minecraft clips and recordings were stuttering. Here is a video of what it looks like.

Specs:
Processor Intel(R) Core(TM) i5-7360U CPU @ 2.30GHz 2.30 GHz
Installed RAM 16.0 GB (15.9 GB usable)
System type 64-bit operating system, x64-based processor
Pen and touch No pen or touch input is available for this display

Remedy the issues being listed in the Analyzer
