White screen with camera image in corner

Has anyone seen a screen like this. Can't get the image to open up or move.

1. update GPU and Chipsetdriver from tne manufature homepage
2. deinstall norton defender make the same job but don need so much resources
3. start obs as admin
4. when nothing helps delete obs folder and reinstall obs any file ist coruppt
