You really need to look at the entire picture here; not just at the streaming part of the equation. How many applications at once will you be running? What other things do you do on the PC? Questions like that.
Either CPU is more than adequate for the streaming itself. So, the question really does become... how much more do you do with the PC? Would you need the Hyper-Threading for other things as well? x264, the encoder that does the hard work in OBS will make good use of it but even then there is a limit to what it can use effectively and what it actually needs. For example, my i5-760 has no problem whatsoever doing 720p@60 FPS or 1080p@30 FPS. The point of which is that, again, either CPU you mentioned will do the job.
Personally, I think I'd go with the Xeon. Simply because personally I am not one for OC-ing and would prefer the HT. But, that's just me.
