Question / Help Which encoder should I use?

I have been using the NVENC.264 encoder for most of the time I've had this cpu because it uses less cpu but I get constant frame drops. But then I remembered I use to use the x264 encoder on my old cpu and I had worse internet at that time but I had no fps drops. But the current cpu I have has a harder time using the x264 preset because it's only dual core. So I have to set it to a higher preset ultrafast is the only one that really works for me so I'm gonna keep it at that. So I was wondering if it the encoder can make frames drop while streaming.
