where is the start broadcasting button

Many folks have reported needing to reset OBS' Theme to the prior version to be able to see all the buttons/option... (depending on monitor/screen resolution/etc, irrc)

And as for the image that was too large for the screen - right-mouse click and Transform to fit screen is one approach to getting all edges visible... there are other transform options as well)
