Whenever I stream my fps goes down visually but my fps counter shows no change

I use a 144 hertz monitor and whenever I stream on OBS or share screen on discord it chunks the visual fps down to like 60. But my fps counter stays at the constant 144 frames it's supposed to be at. It looks as if whenever I stream my hertz gets lowered on my monitor but I don't see how that is possible.

Edit: This is when I stream League of Legends I'm not sure about other games.
