Whenever I open OBS-Studio to try and reinstall OBS it keeps saying that OBS Studio is already running

Whenever I open OBS-Studio to try and reinstall OBS it keeps saying that OBS Studio is already running. I wiped my computer yesterday, I already had all important files backed up like all my OBS recordings, So then I tried to reinstall OBS and when I reinstalled OBS Studio I got a message saying that it couldn't open OBS because OBS studio was already running. There was no OBS running in task manager, I reinstalled it and nothing changed, please help.
