Your log files list them all as Media Sources and throw an error that VLC isn't found, so I'm pretty sure they're not unless the log files were old or you were using a different source type for testing or something.

Okay so I found the VLC source on OBS, my worry is that it shows the background of the video as well as seen here, http://prntscr.com/guidql

is there a way to get rid of that at all?

Even if there was a way to make the background disapear it still doesn't fix it as my webcam still makes the obs go from 60 to 13 frames and aswell the new VLC Video source I added

you are probably really confused as am I and am stuck, not much else I can try really

It's probably just a combination of issues. Does adding the webcam by itself tank performance? That could be a USB bandwidth or controller overload issue. You might try reducing the webcam resolution to 720p or moving it to a different port and see if that helps. Not sure about the videos, I'm checking to see if anyone else has ideas about that.

Just having the game on the Scene is fine but even if I add just the webcam it tanks the OBS fps straight away,

I will try switching ports now.

Still no luck with switching the ports, if you come across another report of someone with a similar issue as me and had it fixed, please feel free to let me know,

I will do appreciate you spending so many hours trying to find a resolution for this

Also, if it helps at all I did just try using xSplit and that seemed to work perfectly

Okay, I kinda lied. Using Xsplit did not work, but what I found out what was that my xSplit was using 100% GPU so it is clearly a issue with the gpu itself
