Question / Help When streaming, my in-game FPS drops to 30, although it should be 60; +my latency starts spiking

First time streamer here, and I have a few issues with my initial stream testing.

I streamed Path of Exile and everything was perfectly fine except 2 issues. Firstly, although my in-game FPS is always 60 (v-sync), it dropped to flat 30 while streaming. Now, this wasn't your sudden FPS drops associated with straining your CPU and/or GPU. It was a constant, flat 30 FPS, as if the fact that I was streaming somehow limited the FPS to 30. I did set the OBS encoder to stream 720p @30 FPS, but that should not change my in-game FPS, right?

Secondly, although I have a 5Mbps upload link, and the max bitrate is set to 3300, my latency changes from a stable 48 to 60 with spikes up to 120. How can it be possible that a 20M download/5M upload link isn't enough to stream in 720p and not have an in-game lag? I used to play Path of Exile with a 0.5M upload link with a stable latency (without streaming, ofc). Is it possible that 4.5M isn't enough to stream at 720p?

Hm, ok, I'll try game capture then, but I'm completely new to all this, not sure if I'll know how...

I've set game capture to "use hotkey" and "f12", hope it works

EDIT: Ok, it works, and my FPS is a flat 60, but my camera isn't shown when using game capture.
