To run two instances of new OBS you probably need to run second instance of OBS in portable mode (from other directory).

Sorry not sorry to say, but the given reason of it being "unsafe" is such a ridiculous statement that I can't help but feel like it was the first word pulled out of a hat. It's never had any issues whatsoever and it's genuinely aggravating that I've been swept under the rug with a blanket...
