When OBS is running, it uses GPU or CPU when there is no video recording.
To prevent this from happening, you can make the sources invisible, but it's not convenient to do it every time.
Is there a function for automatically turning sources on and off? I apologize for the crooked English, I do not know this language (

CPU and GPU resource required to create preview screen. 2X possibly if using Studio Mode. That load, as you noted, is not dependent on Recording and/or Streaming. And that behavior would be consistent with OBS Studio design

I am not aware of a function that would turn off ALL camera and video sources (most CPU/GPU demanding vs audio) within a Scene Collection [doesn't mean there isn't one, maybe someone else will comment]
Maybe you could use something like Advanced Scene Switcher to create a macro which would enable/disable sources for you?
