When laptop is used as monitor for desktop PC, screen is constantly refreshing on laptop

Hi
I want to use my windows10 laptop as monitor for my desktop windows 10 PC to avoid setting up a separate monitor for desktop PC.
This was inspired by this youtube.
To accomplish this I have installed obs studio on laptop and connected PC video card to laptop using HDMI cable between PC HDMI port and laptop HDMI capture USB device.
I have entered full screen mode and I see PC screen fine on laptop.

Only issue is that it's hard to use this laptop screen as monitor for PC, since PC screen on laptop is constantly refreshing, even though nothing is happening on PC.
Any suggestions s.t. I can use laptop screen instead of PC screen as monitor for PC (to avoid setting up a separate PC monitor)?

This sounds like a long walk off a short pier type solution ?!?!?
Why not simply remote into Desktop PC from laptop? ex RDP for Windows?
And why use OBS unless you want to record?
Sorry.. I clearly don't understand the use case (other than you don't have a monitor at all, and remote solutions have their own limits, and OS issues when starting without attached monitor (which has work-arounds, but) ??
I bring this all up as depending on what you are exactly trying to accomplish (more than as described above) may results in different recommendations. And yes, I'd expect constant refresh using this approach as you don't have the GPU to monitor coordination as on a typical system... you'll be dependent in part on the sophistication/maturity of the HDMI capture card driver

use case is clearly described above as well as in referenced youtube.
rdp will not work here, since whole idea is to replace desktop monitor with laptop as I don’t want to carry a separate monitor to debug PC incl. booting PC into bios.

I have now found a way to solve this constant refresh issue as follows:
  1. connect hdmi cable to video card of PC, use dvi/hdmi adapter if PC does not have hdmi port
  2. connect other end to hdmi usb adapter and connect usb to laptop
  3. start obs studio and add video capture device
  4. select Resolution/FPS type “custom”
  5. select a low FPS rate e.g. 10
  6. right click and select full screen
