Frames are dropping due to rendering lag.

16:28:43.345: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 536 (8.7%)

Have you tried using the x264 encoder instead of NVENC?

You need to lower your in game video settings. Given your hardware, you should not use High or Epic settings.
Most, should be set to Medium and Lower. Textures definitely lower.

Its because you got slow upload speed. 3Mbps leaves very small margin of error to do streaming at 720p.
All it takes is for the Internet service provider to have a bad session by dropping 500kbps in service and you are going to experience problems. You need much more headroom to compensate.

Looking at your stream, the quality just isn't there for me. It is blurry, especially with the static Fortnite map. That map should look very sharp because there is little movement in it other than the bus. The fonts should look sharp and there should be no blurriness. You can do way better given you got a nice GTX 1060 6GB GPU.

You need to get that upload speed higher by getting a better Internet service plan. I would also suggest getting a new CPU 4C/8T along with a motherboard that has fast gigabit 1000Mbps port.

Because 1920x1080 is more data to be processed than 640x480.

The web camera captures your face at the resolution you choose. You, then use your mouse and resize the webcam output down to a much smaller size that you set in your OBS scene. You aren't displaying your face at full screen size in your scene.. By resizing proportionally, the image will retain its look going from the 1920x1080 to your smaller size as it will from 640x480 to your smaller size. There maybe a slight fuzzier look in the 640x480 source from the camera sensor since its not its native 1920x1080. But it should be good enough to show your face fine.

By lowering the webcam resolution and making a small quality sacrifice in showing your face, you can use the CPU/GPU cost savings to help improve the quality of your stream.
