Are you prepared to become an EXPERT at both your operating system and OBS Studio optimizations for a VERY underpowered computer? if yes, start with the auto settings, and probably lower from there until you get something stable.
but realistically, that is a low-end (at the time)10+ generation old CPU (released fall of 2013) ... that is NOT up to the task of general real-time video encoding workloads.
Can you get _something_ to work? maybe, depending on your level of computer expertise. and whether you have a discrete GPU to that would enable GPU encoding offload... and you'd probably need an older version of OBS Studio to support GPUs from that timeframe (though you do have PCIe v3... so if you had a more current GPU and REALLY limited expectations and low-demand OBS Studio settings....
but realistically, you are far more likely to simply be frustrated as that CPU isn't powerful enough, you don't have enough RAM, and I'd guess you have a HDD instead of a SSD... making that CPU/system the wrong tool for the task
