Question / Help what should my streaming settings be?

so i have looked at the obs streaming estermator but if i copy all of the recomended settings into my obs for streaming my stream lags and was wondering if i could get some answers from real people to see if it is my internet or the estimator here are my pc specs:

nivida 970 graphics card
Intel Core i5 4590 @ 3.30GHz
16GB of ram
Gigabyte Technology Co. Ltd. H81M-S2H motherboard

Are you streaming or recording?

If streaming then set the base resolution to 1920x1080 and use a 1.5 downscale. Set your webcam to 540p instead of 1080p.
