This is my internet speed, based on this, what should I set my bitrate?

What are you streaming? Where are you streaming to? What resolution/fps are you attempting to stream?

I'm streaming to twitch, and I'd like to stream at 1080p @ 60fps but I can also manage 720p @ 60fps.

I stream PC games using OBS, and I connect my elgato with OBS to stream console games.

I notice that my bitrate drops a lot when I stream with my elgato, any reason why, and how can I fix it?

i'm a new streamer, so I don't know how to work with OBS too well.

You should check out the guides section of the forum and check out the new user guide.

If you're not partnered with Twitch, the best you can expect is 720p, 30fps, 2500 max bitrate as your connection allows.
