Question / Help What should I buy? around $us 300<400

I want to record games in 1080p 60fps close

Pc specs:
Windows 10 64bit
Cpu: (AMD Athlon II 640) x4 3.00 ghz
Ram: 16gb HyperX blue
Gpu: Amd Radeon HD 5750 1gb (NOTE: the box says 1gb but DxDiag says "approx total memory 4850mb", why or what is this?)
mother: Gigabyte ga-880gm-usb3

CPU/motherboard if possible.

Your GPU likely has a video memory window, using some system RAM as supplemental VRAM, but operating much slower.

Find someone's old i7-2600k for sale with a motherboard to run it.

Alternatively, get a GTX950 and use NVEnc for recording, and save the rest of your money until you can get a new i7 and motherboard.

so you think that it would be better to improve the cpu than the gpu? i'd see how the prices are, because I may spend like 600$us if the price is that.. but here we have like 50%~100% rise on imported stuff

Real-time video encoding relies on the CPU very, very heavily. The GPU is only significantly used by the game being played, and minimally by OBS for scaling, compositing, and other lightweight background tasks. The 5750 should be sufficient as far as OBS is concerned.
