What Settings Would be best for my PC?

I have had trouble getting OBS to record smoothly when playing games. My PC specs are as follows:
Intel Core i7-6700K@4.2GHz
NVIDIA GeForce GTX 1650
16GB DDR4@2133 (limited by B250M chipset)
i do not want to stream, i just want to record gameplay.

try a recording in OBS, the follow instructions posted here Please post a log with your issue! Here's how...
That is an older CPU, so maximum settings for gameplay are likely to max out your system, and then adding video encoding / recording may be pushing your system beyond its capabilities (maybe). So in general you may need to drop screen refresh rate to a reasonable level, and start with 30fps ... basically lower your settings until you get a recording that is otherwise what you want, then slowly increase settings until you find your limit
