Question / Help WHAT SETTINGS SHOULD I USE FOR CRISP QUALITY?

I have an i3 Processor, I will be upgrading to an i5 of some sort, but my first question is:

1.) Which type of processor should I get? An Intel i5 (best one or very good one) link me one please.

My internet speeds: 60,000kbps Download 6000 Kbps Upload

I stream now at 1920x1080p 30fps but down scaled to 720p and my computer uploads that fine. What OBS Settings should I use for crisp quality and not using an insane amount of CPU? So question 2:

2.) What is the best OBS settings for 1280x720 30fps

Screenshots would be great, I'm not overly smart about PCs so be gentle!

If you're streaming to twitch, 720p 30fps at 2000kbit is about the upper limit if you don't have partnership.
