Partly. You have a fairly low upstream speed. Normally you want to not use more than 2/3 of your speed for streaming, to allow for network variance. Generally the 'golden point' for non-partnered streamers is 2000kbps, but you don't have that available.
Downscale to 480p in Settings, use 30fps, and 1000kbps bitrate with no custom buffer. Also, switch to 96kbps AAC audio. Get rid of any custom x264 settings you may have entered.
Past that, we'll need to see a logfile (from the Help menu) of a session at least 5 minutes in length to help further. It will include your full settings and relevant system specs, so we can give better advice. Why it asks for one when you open a thread in Q&H. :)
