i notice 500kbps is about as low as possible to where it goes away no matter if you're streaming at 500 or 3500kbps max
if you need a clearer example just set it to 1kbps hit apply while streaming to twitch and after 15-30 seconds(depending if you have beta delay enabled) you'll see it
the higher up you go usually around 200 it starts being very hard to notice, cuz the flipside, if you disable CBR padding entirely most of the time a scene might not even even need the full bitrate and you'll see OBS streaming regularly below your limit, but the pulsing will still take place
doing this is about as close to an actual CONSTANT bandwidth bitrate, since just mirroring your bit rate or leaving it unchecked means OBS will use that much on top of the actual max, so if you stream at 3500 its 3500 more that it can use and you'll see the bandwidth show that. but on the otherside, if you disable padding then the bandwidth acts more like VBR where it'll only use whats necessary ,which means dipping anywhere from 500(on a pause screen) back up to 3500 in mere seconds
so now i can accurately account for both the audio and video bitrate and bandwidth.
