If you're not going to take the time to read the guides dotted around this forum and beyond then I suggest you just follow the auto config wizard and keep everything set to simple.

Run the STATS Dock in OBS
If you find that you're getting rendering lag / skipped frames
Then you'll need to free up resources on your CPU/GPU , this can be done by running a Frame Limiter / Vsync etc.

If you're having issues then run a test and post a log here. Details on how to acquire and post a log are in my signature.

You won't find a real answer, as anyone who provides such doesn't know what they are talking about.. as the answer is... it depends (on more than you have posted)
A U-model CPU means ultra-low power CPU, usually in a thin & light laptop, subject to thermal-throtlling. So what research have you done on thermal throttling in your specific laptop? Yes, the answer will impact OBS settings you can use
And what about Operating System Optimization for an under-powered system (for real-time video encoding)?
my point is that there are a LOT of factors that will determine what will and won't work on your system
So, are there very knowledgeable folks here who might be able to get 1080p60 recording (so a SSD, right, not a HDD?) on a system such as yours, it is possible it will take a fair amount of OS and OBS expertise to pull that off (not my thing, I don't really know)

I suggest looking into QuickSync encoding options (and associated OBS settings) for the Intel GPU, and start testing

Yes, I know my pc is subjected to thermal throttling but i dont think it thermal throttles now, but you did say that i should look into some quicksync settings(which is for intel gpu's i suppose). Do you know a forum or website that talkes more about this? Thanks really appreciate both of ur help :)

Unless you have researched how to real-time monitor for thermal throttling on your system, you won't know if that is happening.

As for QuickSync (QSV) and OBS recording settings, I'd start here, in this Windows OS Support forum. I'm not a Discord user, but there is an OBS Discord server, and I suspect similar info could be found there.
