What is causing framerate hits when LUT Filter is applied, even with low CPU usage?

Hi all,

I am running OBS on an older Dell Optiplex, but for the most part it runs pretty darn good. Keep in mind I am doing capture card streaming of consoles, not anything on the PC itself.

It has the following:
i7-3700 Ivy Bridge Quad Core 3.90 GHz
8GB Ram
Intel Graphics 4000 iGPU
Avermedia Live Gamer Ultra capture card.

My scene consists of:
- Background image
- Avermedia LGU
- YouTube Chat Browser Source w/CSS
- Webcam

Believe it or not, I can currently stream 1920x1080 @ 60fps by using Quicksync. Impressive for a 10 year old processor. CPU usage NEVER crosses 12%

Now comes the headscratcher. As we all know, OBS doesn't stream in HDR. So of course I can use a LUT to tonemap down to SDR. But the minute I apply a LUT filter to my capture card source, my framerate dips into the low 50's. If I add a color correction filter it drops even further. As soon as I turn off the LUT filter, the framerate stabilizes. Interestingly enough it will go back up to 60fps EVEN if I leave the color correction on. But the CPU usage still NEVER goes above 15%.

I have tried dropping the encoder preset all the way down to veryfast, though without the LUT I bring it back up to increase the capture card stream quality. It even does it if I downscale to 1280x720.

What could be causing this? Any help would be awesome.
