I stream perfectly fine most of the time. but once a week atleast my streams bitrate will randomly plummet to 0 and obs will disconnect. as far as i know my internet is stable. but something has to be causing this because the second i stop stream at 0 bitrate...obs takes like 10 seconds to allow me to start streaming again an then its fine. super frustrating. https://obsproject.com/logs/zu8utxZvPiEL4uo7

I think you have a broken media source in one of your scenes:

19:03:15.227: User switched to scene 'Elena'
19:04:15.849: warning: Sample rate index in program config element does not match the sample rate index configured by the container.
19:04:15.849: error: decode_pce: Input buffer exhausted before END element found
19:04:16.063: error: co located POCs unavailable
19:04:45.077: User switched to scene 'Stream'
19:04:47.609: error: co located POCs unavailable

Also:

14:21:59.482: [rtmp stream: 'adv_stream'] Interface: Killer E2500 Gigabit Ethernet Controller (ethernet, 1000 mbps)

Killer NIC software is known to be problematic. You may want to try removing all their software and install ONLY their driver.
