What has happened? Please Help.

I'm not sure what happed. I don't know what changed.
I've been doing a lets play of Resident Evil 8 Village with no issues thus far.
I just got set up to record and now I'm experiencing extreme chopping and lag while recording. It happens in the recording, not in the game.
The chopping and lag only happens while recording. The preview shows no signs of it until I click record.
None of the setting have changed in OBS. I have tried running as administrator. I have restarted the PC.
The last time I used my PC I clicked "Update and Shut Down" as I would not be returning to it for the evening and didn't have time to wait for it to restart.
I have done this exact thing minus the update for 20 videos before this, and it is habit.
This is exactly what I did when botting up again this evening up until the point I noticed the issue.

M1=Monitor 1(1440p); M2=Monitor 2(1080p); (Auto)=Automatically opens on the monitor

Turn on PC
Log-in
M1(Auto). Open File Explorer Navigate to my OBS RAW recordings folder.
Create new folder (RE8 Village PT15)
M2(Auto). Launch Logitech Capture
Close Logitech Capture
M2(Auto). Launch OBS
M2(Auto) moved to M1. Open Settings Output>Recording>Recording Path Browse
Select RE8 Village PT15 folder
Apply
OK
M1(Auto). Launch Steam
Library>Home>RE8 Village>Play
M1(Auto). Game begins launch
Select OBS window M2.
Click Start Recording
[~First sign something is off~]
M2. Game opens on incorrect monitor at 720p in windowed mode [normally M1 1440p Full Screen]
Move Windowed game from M2 to M1
Start Game
Options>Display>Display Mode (change from windowed to full screen)
Screen Resolution>Right arrow 720p to 1440p (makes me do one at a time, and click OK to keep this resolution each change)
Back>Back to main menu
Continue>Yes
Game loads
I immediately notice the frame loss chopping issue before beginning my intro.


I've done the same thing I always have. All of my settings are the same, and nothing has changed. My monitors are correctly assigned. The only thing that has been truly different is the game opened on the wrong monitor, at the wrong resolution (even for that monitor), in the wrong window mode. This is all such a habit already that I am absolutely certain these are the exact steps I took. They are the same steps I took in recording Blair Witch as well. I have no clue why this is happening or what cause the issue. Truthfully I don't really care as long as I get a solution. I don't need to know the details. Just how to fix it.
Please.

Issue fixed.
I completely unplugged my PC for roughly 10 minutes, dusted it out, and tried again.
I don't know what makes unplugging the PC different from shutting down but it worked and I'll take it.
