Question / Help Weird registrations

Hello!
-CPU iNTEL I5 7400 3GHZ
-RAM ASROCK B250M-HDV 8GB
-RADEON RX 480 8 GB DDR3
-SSD SAMSUNG 250 GB
I read a lot of settings tutorial and I tryed the classic combination full hd but i got 2 problems:
-format mp4
-h265/HEVC (AMD)
-1920X1080
-Quality preset: balanced
-CBR
-Pre pass mode: disabled
-Target bit rate 65000
-Filter data: enabled
-Keyframe interval 0
-View mod: basic
30 min. video with this settings is 14gb and while the quality is perfect, when I start it on VLC or MPC-HC64 seems like the video is not "completed" when I go faster or I click half video, VLC or MPC-HC stops working for 5-6 seconds and when he starts to work again the video is completely fragmented...
This is not my 1 time on Obs, but I changed my desktop pc and I can't remeber which settings I had before, how I can fix?
Second problem is more "simple"...
My Usb Headset/Mic (cheap one) ONLY when I talk has a whistle noise background, the sounds is decent and there are no other noises when there is silence, but each time I speak the Mic issues this damned whistle, can I fix it?

I have no idea my friend, do u have maybe a solid basic guide to copy-paste for a simple HD record? (I have Obs latest version)
 
Can right click windows speaker icon or from control panel, sound, recording devices, configure, adjust microphone volume. Quieter might help if you can talk louder.

Maybe find a better quality microphone and maybe a separate USB sound card. USB ear-microphone form your logs. If microphone and headphone can be disconnected from USB, you can try to plug headphone and microphone into on-board audio headphone (green) and mic (pink).
 
What you're describing sounds like an expected result of using the AMD encoder with HEVC. If you use standard H264 does this happen? There are no real benefits to using HEVC for live encoding.

Perfect diagnosis, I restarted all my settings putting better ones and now all is fine.
What about the whistle noise when I talk on microphone?
I was able to remove the background noise but no way I can fix that whistle...
I tryed to use Audacity software to understand better the problem but I really don't know how I can manipulate that type of noise...

I already bought a Samson Meteor Mic that will arrives in 2-3 days...
I hope won't have same problem like this cheap one :D
 
Without being able to hear the noise, not sure. OBS just captures audio that the device sends, however, so any noise will be caused by the device itself, not OBS.
