Weird Pixelation Issue with No Dropped Frames...

Hey all, I have something kinda strange here. When streaming games with a lot of action, to Twitch, I watch the video playbacks and they are really pixelated. The weird thing is that I'm not dropping frames, and I'm getting 6000kbps bitrate. My upload speed is 20, and my upload speed to Twitch servers just says 10+ when I test.
So, I decided to do test streams by creating a new profile with the same settings, but streaming to an alt Twitch account. When I check the playback for that account, they are crystal clear. I go back to my main and stream again... same pixelation.
I created a new profile with the same settings, and set it to my main streaming account to see if running the setup wizard again would somehow help. Same pixelation.
Is there a setting or something I'm missing here on Twitch's side?

My first thought was this:

But then you said that a different account on the same service worked just fine. So maybe you've got a limit somehow on your main account? Does Twitch do that?

The thought crossed my mind... but not sure if they do things like that, or why.
