Question / Help Weird PC issues while streaming

Hi, I've been streaming for quite some time now, and I've noticed some rather strange issues with my game while playing. First, Let me post my PC specs:

- Intel i7 6700k 4.0GHz quad core processor
- MSI - GeForce GTX 1060 6GB GAMING X
- Ripjaws X Series 8GB DDR3-1600
- Vengeance Pro Series 8GB DDR3L DRAM 2133MHz (not 100% sure about this one, and yes, I know I shouldn't have conflicting RAM speeds in my computer)
- Asus - B150M-A D3 Micro ATX LGA1151 Motherboard

Some of the issues I'm having in game (note that there is nothing wrong with the stream specifically, I don't have frame drops, over-used CPU usage, looks fine to the viewers, etc) are:

- Massive frame drops; I know I'm going to get lower frames than usual when streaming, but for example, in CS:GO I usually get max 300fps and when streaming it drops below 50 a lot of the times. Same with Rocket League, usually I get 250, but I get 30 or less sometimes. I'm no expert at this, but I feel like I shouldn't be dropping 200+ fps just because I'm streaming..
- Mouse lag such as slower response times (input lag) and mouse catching where even if I am moving my mouse at a constant speed from one side to another, it will slow down, stutter, and stop completely for a split second sometimes.

Some of the more important stream settings are listed, let me know if you need something else:

Output:
- Encoder: x264
- Rescale Output: 1280x720
- Rate Control: CBR
- Bitrate: 2500
- Buffer Size: (Enabled) 2500
- CPU Usage Preset: slow
Video:
- Base Resolution: 2560x1440
- Output Resolution: 1280x720
- Downscale Filter: Bicubic
- Common FPS Values: 29.97
Advanced:
- Process Priority: High

Other things to note:
- My PC alone is worth ~$1100 - $1200 and I currently have more problems with streaming than my friends with older processors, graphics cards, etc. So I know that SOMETHING is wrong.
- Internet shouldn't be an issue even if it made sense. I get 100Mb/s down and 12Mb/s up.
- Yes OBS is running the latest version.

So hopefully someone more experienced and smarter than me can help figure this one out, because I am clueless. I've tried a lot of things to try fix it and no dice. Thank you for your time and patience! Hopefully I get this going :)

The log has no recording/streaming session so its not of much value. Some points:

  • If your two displays have different refresh rates (e.g. 144 Hz and 60 Hz), you need to move OBS to the same display as your game or set both to the same refresh rate (this is some Windows drawback we're not sure yet how to work around).
  • Make sure OBS is in the exception list of Avast and that the Avast Game Mode is completely disabled. If this does not help, uninstall Avast completely and try again after a reboot.
  • Apply a slight FPS limit to your games so that they do not run uncapped and leave some power left for OBS
 
I'm having this issue as well. Never had a problem until maybe a week or two ago. I feel its either a Windows update, or an OBS update. All my hardware usage is fine when this occurs, sometimes I'm not even running above 70% usage. Sometimes rebooting will fix it for awhile, sometimes relaunching the game and restarting the stream fixes it. When I get home I'll have to see what version of OBS I'm running. If it persists I might try streaming in SLOBS to see if the problem still occurs.
 
Yeah, i tried all of your recommendations and nothing seems to be working. My displays were running at 60Hz and 59Hz but even after i changed them to the same it didn't work. I uninstalled Avast -- nothing. I applied a FPS limit -- nothing. Even still, would that drop my frames 200+? I also just upgraded my slower speed of RAM to my higher one, so I now have 24GB of 2400MHz (not whatever they I put originally) and that didn't help either. I'm out of ideas. I'm really getting frustrated that my expensive setup is unable to handle this for some reason and I have literally no idea why.
