Question / Help Weird Latency

So recently my TwitchTV Ingest Latency Checker has been giving me weird results. The farther away the server the better latency I've been getting. I used to get amazing latency with New York and Ashburn, but those have sky rocketed and the London and Amsterdam servers have gotten better. It's like I'm not in the part of the world as where I think I am.

I currently live in Atlantic Canada with more than enough upload for my settings. It's also consistent.

Buffer Size: 3800
Res: 1920x1080
FPS: 30
Aero: Disabled
x264: Verfast

CPU: i7 2600k @3.4
GPU: Radeon HD 5770 (Definitely need an upgrade)

I am not dropping many frames, only once and awhile, but it gets really pixelated in games like CoD4 or Teamfortress 2. It's not because of the times I stream at either. The latency is the same 24/7. If anyone could help, or has any idea why this would be happening, that would be really appreciated, thanks!

If out of the blue servers start giving you a different ping than they were before, I would say there's a routing issue going on there. Packets simply being forced down a different path than before; which could be for any number of reasons really.

How long has this been going on for exactly?

How has the rest of the Internet been for you? Any other strange outages since this phenomenon appeared?
