Question / Help Weird Issue with OBS

Hey,

A friend is having a weird issue with streaming..he needs to have someone elses stream open for him to be able to stream himself.

If he streams himself he drops frames an his upload speed drops to around .5mb. Yet when he opens someone elses stream his upload is his normal 7mb

Anyone ever heard of this before? Makes no sense to me

Where do he live? I know some ISPs do use a "boost feature" so while just browsing internet and stuff the speed is lower but when more hevier bandwidth is used the "boost" comes in and gives the full bandwidth of the internet plan.

He lives in south of england, i had him contact Sky to change his upload settings recently,as he was capped at less than 1mb... but now this is happening
