Weird behavior using NVENC encoder.

I'm able to stream to facebook using the x264 encoder but I really want to use the NVENC because the stream looks smoother when it works but here's the problems I'm getting:

When streaming with NVENC my game (MSFS2020) stutters with the preview on. I turn off the preview window and MSFS2020 runs smooth again, but the stream stutters almost to freezing.

Now here's the odd part. If I put MSFS2020 on window mode and I set the focus to another window like File Explorer, MSFS2020 runs smooth and the stream runs smooth. I'm able to play the game with no stutter and the stream looks great UNTIL I shift focus back to MSFS2020.

I'm wondering if anyone else had this problem or can look at my log and give me some pointers. Thank you!

Point of clarification - when using Studio Mode (ie having a preview window + streaming/recording window) you are rendering 2X; ie a lot more resources.

per the log
15:47:30.236: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 5357 (12.5%)
15:47:30.237: Video stopped, number of skipped frames due to encoding lag: 33980/38805 (87.6%)

Are you on the Win10 version with known issues regarding dual monitors at different refresh rates?

What are you doing for hardware resource utilization monitoring?

You know, thanks for bringing that the dual monitor situation. I did test the stream with one monitor and that's when I realized turning off the preview stopped the in-game stutters. I just don't recall if it it was on the x264 encoder or NVENC. I'll have to run another stream test just using my main monitor to double check. But I'm on the latest windows version.

Only hardware resource utilization monitoring that I done was GPU-Z to make sure my card wasn't overheating but temps stayed around 70 degrees.

Sorry, didn't realize OS release# no longer updating (silly M$). Jest checked, and Yup Build 19043 is Version 21H1
I recommend monitoring CPU, Disk and Network I/O, etc

Ah man! It was right there on the log! OBS wasn't running as administrator. I right clicked on the shortcut and ran it as administrator and both the stream and game was smooth! So much better! I have to keep the preview off of course.

Now I just gotta find a way to fix the photometry in MSFS2020 but that's not an OBS issue.
