Question / Help Weird Audio Stuttering w/ VLC & Media Sources

I seem to be having an issue where any audio from a vlc or media source comes through kinda choppy with almost a clipping noise. I have AAC installed thinking it was the lack of that but it fixed nohing. When the issue is happening, the latency color indicator next to the audio track for the source flash either yellow or red indicating poor audio latency.

As you can see there is a choppiness to the sound. The video always appears smoothly but the audio is terrible.

I am struggling with similar problems, they appear when the source has some problems, eg the phone sends an rtmp stream to a local server via wifi, the local server has OBS running at the same time. Short wifi connection failure, resumes video stream reading and audio failures, interesting sound in audio monitoring is correct, sound is streamed with short interruptions, refreshing damaged media source restores sound in the stream.
