Question / Help Webcast locked up

Was recording/streaming a webcast. Dell E6430 (i7). Brio webcam with usb over ethernet extender.
After about half hour I checked the stream and noticed it got stuck on a frame. So I tried to restart. I couldn't get the video to respond when restarting it, so I deactivated and reactivated the video but the audio didn't work (audio through the brio webcam). I've attached both log files, see numerous errors...
Assistance?

Edit: In looking through the log I see a few times where "Number of dropped frames due to insufficient bandwidth/connection stalls: 251 (0.6%)". I'm only doing 720/24fps, 3500 bitrate. I could lower my bitrate, I know thats a connection issue and not an obs issue. But is there a possibility those stalls are causing obs to lock up the webcast or is there something else at play? Looking at OBS itself it was just a stuck frame rather than video. That doesn't seem like a connection issue.
