Alright so whenever I try to connect my webcam to obs, it doesn't even show up. I can't eve click on the Device because nothing will come up. It works on my old PC, but I don't know why it won't work on my new one. Can you please help?

Verify that you have the drivers installed for your webcam, and that the bitness of the drivers (32-bit or 64-bit) is the same as the bitness of OBS you started (you have both versions of OBS installed). Preference is 64-bit. Current webcams usually have 64-bit drivers, so if you have them not installed, see on the vendors' support webpage for a download.

Neither of those seemed to work. I used both 64 bit and 32 bit, and I've already tried updating my drivers for it. Anything else?

Do other apps, for example Skype, see the webcam?

There is a Windows privacy setting that may prevent access to the camera. Open Windows Settings -> Privacy -> Camera. Allow access to the camera and that apps can access the amera.
