So I am looking into getting a webcam for twitch and trying to figure out which one to get but at the same time also wondering how much it jack up the CPU usage and bandwidth usage. Any thoughts on this?

Well, from my experience, the Webcam can take quite a large amount of cpu usage especially if you have a non-hyperthreaded quad core or less. This also depends on the resolution of your webcam, for instance, using a webcam at 1080p will take a lot more cpu usage than downscaling it to 720p. The webcam has no effect on bandwidth, although you do have to increase your bitrate in order to make the webcam look good. I often find that if the background gets a bit pixelated, the webcam becomes blurry and pixelated aswell, this can only be solved by adding more bitrate.

So what are the recommended bitrates for a 720p stream and a 720p webcam?

720p @ 30 FPS I'd say between 2000-2500 bitrate, normally I'd say go higher than that, but you are restricted to a non-partner bitrate limit, which is somewhere around that area between 2000 and 2500
